After several days, I figured it out. You do NOT have to encode the hash in Podman. Thus: admin:$$apr1$$11OjqCLl$$l07FP2H6xhIES8KFy3cza1 should actually be: admin:$apr1$11OjqCLl$l07FP2H6xhIES8KFy3cza1

The hash in traefik.env: TRAEFIK_DASHBOARD_CREDENTIALS=admin:$$apr1$$3aEToBAB$$nXV.5t.TOTTHviILG8mww. Result of podman exec -it traefik /bin/sh and echo $TRAEFIK_DASHBOARD_CREDENTIALS: / # echo $TRAEFIK_DASHBOARD_CREDENTIALS admin:$$apr1$$3aEToBAB$$nXV.5t.TOTTHviILG8mww. It’s an exact match.
